Chlorine dioxide, MMS and CDS: what regulators and courts found
A disinfectant sold as a cure. The record is unusually complete, and none of it is in the product's favour.

Chlorine dioxide is a water-treatment and surface disinfectant. Sold under the names MMS ("Miracle Mineral Solution") and CDS ("chlorine dioxide solution"), it has been promoted as a treatment for malaria, cancer, autism, COVID-19 and much else. This page records what independent authorities found. It contains no instructions for making or taking it, and ProperHealth will never publish any.
The regulatory and legal record
In April 2020 the FDA and the Federal Trade Commission wrote to the largest U.S. seller about its unapproved and misbranded products related to COVID-19.1 The FDA's public position, as the Department of Justice later summarised it, was that drinking MMS was the same as drinking bleach and could cause severe vomiting, diarrhoea and life-threatening low blood pressure;2 the agency had received reports of people requiring hospitalisation and developing life-threatening conditions.3 In October 2023 the sellers were sentenced to more than 12 years in federal prison.4
The U.S. Environmental Protection Agency's toxicological assessment sets its oral reference dose for chlorine dioxide and chlorite on the basis of neurodevelopmental effects5 — a limit for a drinking-water residue, with a hundredfold safety factor, not a therapeutic dose.
The claims made for it, and what they rest on
The book most often cited by promoters, Forbidden Health, presents a 2012 field test in Uganda as proof that chlorine dioxide cures malaria, asks whether it can heal everything, and offers patents for disinfecting donor blood as evidence of safety. Our research inventory sets each of those against the evidence: no controlled trial, patents that are property rights rather than clinical findings, and dozens of testimonials that cannot separate the substance from the conventional treatment taken alongside it. The same book concedes that, like any disinfectant, if consumed internally or with prolonged exposure it can be toxic.8
One regulatory fact in the book is real and worth stating precisely. On 19 June 2013 the European Commission granted an orphan designation to a British company for sodium chlorite for the treatment of amyotrophic lateral sclerosis.6 An orphan designation is an incentive for developing a specific product for a rare disease; the agency's own page notes that the assumption of benefit will need to be confirmed at the time of marketing authorisation.7 It is not an approval, and it says nothing about drinking chlorine dioxide for anything.
What ProperHealth does with this
The coronary heart disease and supplement safety topics carry the clinic's chlorine dioxide and MMS claims as cards, each beside the FDA's warning. The full inventory of the book's claims, with evidence grades and a reviewer column, is on the review dashboard. Anyone who has swallowed a chlorine dioxide product should call Poison Control at 1-800-222-1222, or 911 if they are struggling to breathe.
